Two upcoming opportunities to take action and protect those living near Coffin Butte Landfill.
1. Title V Air Quality Permit Renewal: The Oregon Dept of Environmental Quality (DEQ) is seeking public comment on the proposed Title V permit during a virtual public hearing on May 12 at 6 p.m. Testify during the hearing or submit written comments online or via email to wraqpermits@deq.oregon.gov by 5 p.m. on May 29 (updated).
2. SB 726 Rulemaking: Senate Bill 726, passed in 2025, requires Coffin Butte Landfill to use advanced technologies, like drones, to monitor for methane emissions. DEQ has proposed mimicking “OTM 51,” which EPA developed, to detect landfill gas leaks at Coffin Butte to fulfill the requirements of SB 726. This is a step in the right direction: better monitoring methods will ultimately lead to more effective and efficient detection of landfill gas leaks so they can be repaired in a timely manner.
The DEQ is holding a virtual public hearing on May 29 at 5:15 p.m. You can testify during the hearing, or submit written comments via email to aqrules.2026@deq.oregon.gov by 4 p.m. on June 1.
